The Ruby Lake neighborhood is varied by different races. They have a 75% Hispanic, 15% White/Caucasian, 11% African American, 1% Asian/Pacific Islander and 1% of other. This is one of the main things that are needed to be observed and investigated in order for us to be able to provide services that are targeting this population and that can help to ensure the delivery of effective services. The San Angelo Shelter, is planning towards a variety of different services that are not only to provide shelter, but also to plan towards ensuring food security for those families, guidance and counseling and other services that we believe are needed to make sure that they have a good quality of life and help tackle those other two problems that this community has that are high incidence of teenage pregnancy and high rate of high school dropouts. In order to help create and maintain a support towards the cultural competence we are in need of promoting respect and understanding these diverse cultures, social groups, and individuals (WSDSHS, 2014). We need to be able to develop action plan that will support and guide the stakeholders and the community to ensure such as culturally competent personnel, culturally appropriate services and culturally competent organization (WSDSHS, 2014). Some cultural envisioned outcomes that our organization has are: continuous self-assessment, strategize towards conflict mediation and those gaps in culture unique needs, expand the stakeholder’s cultural competence, advocate for support of cultural competence programs, and measure the impact of those services provides to the diverse population (WSDSHS, 2014). In order to be able to measure these outcomes we will develop SMART goals that will evaluate the realistic objectives and those that are achievable. All of these SMART goals will improve the cultural competence, help build partnerships, collection of data, measure the performance and evaluation of those results, identify and respect diversity and ensure that there an effective communication and the gaps of language barriers are broken.

When facing this group of multi-cultural environment, we must take in consideration what issues are the ones that affect the most the communities, and how that affects the counseling process (Bienvenue & Ramsey, 2006). Being able to consider the experience of those in the community can be a step towards client empowerment in which can help them get over the negative effects of marginalization. By these mentioned outcomes we can bring fairness, equity, respect for self and the human dignity, and tolerance (EPGNH, 2010).
